ALTA MESA, Monterey — October 29, 2026. Drivers and homeowners on Alta Mesa Road may have noticed that different residential street segments receive different surface treatments. A street-by-street City of Monterey pavement database, included in the January 27, 2025 Measure P and S Oversight Committee packet, gives a rare look at how the city evaluated several Alta Mesa neighborhood blocks following maintenance in 2023 and 2024.

In that historical city inventory, the listed Pavement Condition Index (PCI) ratings range from 84 to 93 across four distinct Alta Mesa Road and Alta Mesa Circle segments. These are the ratings in the 2025 dataset, not live readings or confirmed October 2026 measurements.

Which streets and scores appear in the public database?

  • Alta Mesa Circle, between two intersections with Alta Mesa Road: PCI 93. The city lists asphalt-structure reconstruction on November 10, 2023.
  • Alta Mesa Road, between Alta Mesa Circle and Don Dahvee Lane: PCI 85; type II slurry seal dated May 10, 2024.
  • Alta Mesa Road, between the northeast and southwest connections with Alta Mesa Circle: PCI 88; type II slurry seal dated May 10, 2024.
  • Alta Mesa Road, between El Dorado Street and Alta Mesa Circle: PCI 84; type II slurry seal dated May 10, 2024.

The score is a numerical index, with higher values representing better pavement condition in the city’s rating system. A maintenance entry such as slurry sealing is not the same as a complete reconstruction; the two types of work have different purposes and costs.

How does that compare with Monterey overall?

At its October 19, 2026 meeting, the Measure P and S Oversight Committee reviewed annual and quarterly financial and street-maintenance reports. The meeting’s summary reports a citywide pavement-condition index of 79. The four Alta Mesa scores in the earlier published inventory were higher than that reference value, but the data come from different reporting periods, so this comparison is descriptive rather than proof that the neighborhood’s conditions are still superior.

In addition, the city’s current street rehabilitation program and future budget depend on separate annual planning and funding decisions. A good historical score does not guarantee that a particular section is free of potholes, temporary construction issues or new deterioration.

What residents can verify next

Alta Mesa neighbors can use the city records to request the latest segment-by-segment PCI update, ask whether any work is proposed for Alta Mesa Road or Alta Mesa Circle in the 2026–27 schedule, and report particular pavement or drainage hazards directly to Monterey Public Works.

The separate Don Dahvee Park creek-trail crossing contract, previously reported by Alta Mesa News, concerns a specific recreational access project and is not evidence of new roadway resurfacing.
